Every human being can be a thief or robber. It is not like anybody was born a thief or robber. There is a certain thresh-hold level required for every individual to manifest these traits. Any two people given the same resources , will find themselves with different levels of need. Need is a key factor in determining a person's thresh-hold for becoming a thief or robber.
