Every human being can be a thief or robber. It is not like anybody was born a thief or robber. There is a certain thresh-hold level required for every individual to manifest these traits. This thresh-hold is determined by a number of factors and influences. An appropriate proxy to this thresh-hold is Need. Need is relative and differs from individual to individual. Any two people given the same resources , will find themselves with different levels of need. Need is a key factor in determining a person's thresh-hold for becoming a thief or robber. Whilst need and thresh-hold may appear to be the same there are other factors that impact on the two.
The thresh-hold for being a thief is set by an individual's genetic constitution, risk taking behaviour, greed, up-bringing, moral decay or deficiency, indiscipline, pervasive behaviour, spending behaviour, ambition, satisfaction level and 'genuine need'. All the afore-going factors also influence the concept of need, which is very different from 'genuine need'. This explain why two different individuals with the same resources may have different needs.
